NIGERIA 25 YEARS OF LOCAL GOVERNMENT REFORM AND
DEMOCRATIZATION
No book is entirely an individual efforts and probably this one
is no exception. It might even be contended that the main reason for
having a single name on the title page is that somebody has to take
responsibility for the mistakes.
Certainly, one would run out of space in the attempt to list all
those who had a hand in this work. From the start in 1999 when the
idea for this publication was conceived and articulated to the finish,
NIGERIA 25 YEARS OF LOCAL GOVERNMENT REFORM AND
DEMOCRATIZATION, has been nourished and groomed by many minds.
First, all Glory be to God for bringing this work into fruition. I
gratefully acknowledge the contributions by Resource Persons, and
organisations such as the Association of Local Governments of Nigeria,
the National Electoral Commission, the United States Information
Service, Lagos, the African Leadership Forum, the Federal Ministry of
Information and Shehu Musa Yar’Adua Centre that helped in various
ways towards the realisation of this dream.
Some of the Essays in Part
II of this book was first presented in the various fora on local
government development and the march towards a peaceful return to
civil rule and orderly society in the seventies, eighties and nineties
and appear on this work with kind permission.
I wish to express my profound gratitude to the following media
houses: Daily Times, Newswatch, Champion, This Day, Vanguard,
The Guardian, and Federal Radio Corporation of Nigeria FRCN, for
use of their libraries for research on this book. I am equally grateful
to the University of Lagos Library and the International Business Links
Limited for making available relevant documents, as well as the
Anambra, Edo, Lagos and Kwara State Ministries of Information for
their invaluable assistance.
I thank also Lawrence Fejokwu, Emeka Ihenacho, and Gani
Faniyi for their expert guidance and inputs. A word of thanks goes
especially to my team of researchers for their patience in reading through
the manuscripts and making necessary corrections for improvement.
I am also indebted to researchers and authors from whose works I
have quoted extensively. A list of these authors and their works is in
the bibliography.
Finally, I want to pay a special tribute to my wife, Ozioma
Lovinda Umeh, and our dearly beloved children who patiently endured
xiv
various deprivations in the course of carrying out this work.
Nothing
has been most helpful and rewarding than their patience and
understanding throughout the period.
In a book of this volume, human and technical errors cannot be
avoided. While I appreciate all individuals and organisations for their
support to the success of this project, I accept responsibility for the
human flaws inherent in this publication.
