This work is the effort of a concerned Nigerian Mr. Oke Uma Maduekwe is practicalising the immoral words of General Muhammadu Buhari, The Head of State and Commander in Chief of Nigeria Armed Forces, who said "The country is the only one we have. We should stay and salvage it together" Mr. Oke U. Maduekwe has for the past ten years, 1974 - 1984 directed attention and thoughts to the study of the shortcoming militating against our efforts at building a successful nation. The outcome of this research is contained in this book, Moral Instruction and Discipline Handbook.

This book has been compiled by Psycology School of Thought to guide students by a simple positive method into self-discovery and development for benefit of mankind.

No book is entirely an individual efforts and probably this one is no exception. It might even be contended that the main reason for having a single name on the title page is that somebody has to take responsibility for the mistakes.


Certainly, one would run out of space in the attempt to list all those who had a hand in this work. From the start in 1999 when the idea for this publication was conceived and articulated to the finish, NIGERIA 25 YEARS OF LOCAL GOVERNMENT REFORM AND DEMOCRATIZATION, has been nourished and groomed by many minds. First, all Glory be to God for bringing this work into fruition. I gratefully acknowledge the contributions by Resource Persons, and
organisations such as the Association of Local Governments of Nigeria, the National Electoral Commission, the United States Information Service, Lagos, the African Leadership Forum, the Federal Ministry of Information and Shehu Musa Yar’Adua Centre that helped in various ways towards the realisation of this dream.

Some of the Essays in Part II of this book was first presented in the various fora on local government development and the march towards a peaceful return to
civil rule and orderly society in the seventies, eighties and nineties and appear on this work with kind permission.
